Case insensitive string comparison

The module Data.CaseInsensitive provides the CI type constructor which
can be parameterised by a string-like type like: String, ByteString,
Text, etc.. Comparisons of values of the resulting type will be
insensitive to cases.

Binary packages can be installed with the high-level tool pkgin (which can be installed with pkg_add) or pkg_add(1) (installed by default). The NetBSD packages collection is also designed to permit easy installation from source.
