FTP service:
- Set pubftpd=YES in /etc/rc.conf.
- Create ${VARBASE}/public with suitable contents.
  This is the _root_ directory described at
  <http://cr.yp.to/publicfile/ftpd.html> and the _D_/file directory
  described at <http://cr.yp.to/publicfile/configure.html>.

HTTP service:
- Set pubhttpd=YES in /etc/rc.conf.
- Create ${VARBASE}/public with suitable contents.
